Locking Parklands, Somerset
A decade of vision: creating a connected, coherent community at Locking Parklands.
NEW masterplanning has played a long-term role in shaping Locking Parklands, a major mixed-use community in North Somerset, transforming a former RAF base into a strategic growth location for the district.
Originally identified as a standalone employment site, the vision for Locking Parklands evolved through an Enquiry-by-Design process led and facilitated by NEW masterplanning. Working closely with local communities, stakeholders and North Somerset Council, the team demonstrated how a mixed-use approach could respect the historic character of the RAF base, deliver social and environmental benefits, attract higher-quality employment, and create a more sustainable and integrated community for Weston-super-Mare. This work informed the North Somerset Core Strategy, which identified the site for major growth.

The masterplan now supports a comprehensive mixed-use development of approaching 4,000 new homes and more than 5,000 jobs, alongside major new parks and open spaces, schools, shops, leisure and community facilities. Planning permissions have been secured for residential, employment and leisure uses, with early phases of housing and employment already complete and occupied and a new primary school opened.
NEW masterplanning has advised Homes England and St. Modwen Developments for over a decade, working in partnership with North Somerset Council and adjoining landowners to prepare masterplans and design codes that ensure a coherent, high-quality approach across the wider site. Ongoing collaboration continues to guide the evolution and delivery of this significant new community.
