Tom Smith: Associate Director

Tom Smith is an Associate Director with NEW Masterplanning and joined the company in 2007. He is a chartered planner with considerable experience in managing complex regeneration projects for local authorities, private sector clients and the Homes & Communities Agency.

Tom was project manager for the Gloucester URC Framework and the Taunton Vision Framework. He has recently been responsible for residential-led masterplans for Torbay Council in Paignton, for private landowners in Somerset and is currently coordinating a detailed residential application in Oxfordshire.

Tom has been responsible for a number of important HCA regeneration projects, including  mixed-use planning applications for Blackberry Hill, Marksbury Road and Filwood Park, which won an RTPI award for its ‘planning excellence’. Tom coordinated the masterplan for Northern United and Forest Vale sites in Cinderford and is currently preparing the Design & Access Statement for a major infrastructure, education, residential and employment proposal.

Tom managed the preparation of a public realm strategy for Stroud’s historic town centre, setting out a vision for change and detailed recommendations to enhance key streets and spaces. He led and facilitated stakeholder workshops and public exhibitions and is experienced in managing and facilitating Enquiry by Design events, having run them in Filwood Park and Paignton.
